  • Issues in the Regional Public Transportation Plans in the HCD Point of View
    Yamada-Kawai Kiko; Sai Yukino; Kusakabe Takahiko; Mitani Takuma; Yaginuma Hideki; Uno Haruka, The Regional Public Transportation Plan is an integrated plan that the Ministry of Land, Infrastructure, Transportation and Tourism of Japan (MLIT) requires local governments to comprehend, and it is enforced by an act. The act states the plan should be based on users' needs. However, needs-driven or human-centered design is not common in infrastructure planning and development. The authors revealed through desk and interview surveys that the MLIT's instruction does not define users' needs and fails to include processes to represent users' requirements.   • Study of Effects of the Pedestrian’s Standing Position and Behavior at Unsignalized Crosswalk on the Driver Yielding
    FUJITA Rento; YAMADA Mai; HASHIMOTO Seiji; UNO Haruka; PARK Min-Jeong, In 2021, approximately 70% of traffic accident fatalities at pedestrian crossings were caused by drivers violating pedestrian crossing laws, indicating that pedestrians are not always given priority at pedestrian crossings. In response to this situation, the police have been stepping up enforcement, but the effectiveness of such measures is thought to be limited. In this study, we conducted a survey focusing on the standing position and behavior of pedestrians while waiting to cross the street, based on the idea that if pedestrians could clearly communicate their intention to cross the street to drivers, it would be possible to improve the rate of driver’s yielding. As a result, it revealed that standing position has more influence on the yielding rate of cars than behavior while waiting to cross the street. The study also suggested that the effects of standing position and behavior on the yielding rate could be enhanced if drivers were unable to take evasive action., Japan Society of Traffic Engineers

  • A Study on Jaywalking Behavior of Pedestrians and Drivers
    UNO Haruka; ABE Michika; TERABE Shintaro; YAGINUMA Hideki; TANAKA Kosuke, Although the number of traffic accidents and fatalities in Japan has been decreasing year by year, about 60% of pedestrians are involved in fatal accidents due to pedestrian crossing violations, and it is necessary to clarify the mechanism of crossing outside the pedestrian crossing. Since no existing study has clarified the mechanism of danger occurrence at locations where crossing outside the pedestrian crossing occurs despite the proximity of a pedestrian crossing, this study conducted a video observation survey at an unsignalized pedestrian crossing and analyzed the behavior of both pedestrians and drivers. The results showed that pedestrians crossing outside the pedestrian crossing tended not to check left and not to bail before crossing. It was also found that pedestrians tended to use crosswalks when automobile traffic was flowing in the far lane. In terms of the roadway environment, it was found that the walkable area is a factor in crossing outside the pedestrian crossing, suggesting the need to improve the location of pedestrian crosswalks and the walkable area together., Japan Society of Traffic Engineers

  • The Relationship between Regional Attachment, Awareness of City Symbols, and UJ-turn Behavior, Focusing on Young Generation
    Uno Haruka; Masumoto Taro; Terabe Shintaro; Yaginuma Hideki; Tanaka Kosuke, As Japan's young population continues to decline and the concentration of young people in Tokyo continues, UIJ-turns are attracting attention. Although various efforts are being made by ministries and agencies to promote UIJ-turn, there is no detailed understanding of the factors that influence the formation of regional attachment, which may trigger young people to return to their hometowns. Therefore, the purpose of this study was to understand in detail the influence on the formation of regional attachment and the relationship with UJ-turn behavior, focusing on the part of urban symbols among young people in their 20s. From a questionnaire-based attitude survey, we found that there is a relationship between UJ-turn behavior and the degree of regional attachment. It was also indicated that symbols that residents are often actively involved in, such as festivals and traditional events, may lead to the formation of regional attachment and the intention to make a UJ-turn., The City Planning Institute of Japan

  • A Study on Bicycle Behaviors at Intersections with a Stop Sign in Daily Bicycle Use
    Seiji Hashimoto; Atsushi Yada; Haruka Uno; Yoshiyuki Hagiwara; Hirofumi Hori, In Japan, about 60% of bicycle-related accidents occur around intersections every year, and accidents at intersections have become a problem because of violations of laws and regulations by bicycle users. In addition, the "Guidelines for Creating a Safe and Pleasant Environment for Bicycle Use" issued in 2012 states that it is important to grasp the road space and actual conditions of bicycle use in order to formulate a bicycle network plan. In this study, behaviors of bicycle users were recorded by using GPS data, and the relationship between their behaviors at intersections with a stop sign and the road elements at the intersections was examined. First, the rates of stopping and slowing down at the intersections were calculated to grasp the actual condition. Moreover, multivariate analyses were conducted on the compliance to stop and slow down, the passing speed at the intersection, and the deceleration rate just before the intersection, and the factors that are thought to affect each behavior were clarified., Japan Society of Traffic Engineers

  • A STUDY OF THIRD PLACE AND SUBJECTIVE WELL-BEING

The need for third places was advocated in 1989 to reduce loneliness and lack of community. Although some existing studies have shown that having a third place is related to subjective well-being, the characteristics and means of transportation of people who have a third place and what kind of third place is related to subjective well-being are not clear. The purpose of this study was to clarify the characteristics of people who have a third place, and what kind of third place is related to subjective well-being. As a result, it was shown that those who are satisfied with their health, friend / family relationships, leisure time, and those who prefer to go out have a third place.
