Contemporary public education reform policies basically include the restructuring of relationships between teaching professionals and other stakeholders. It should be noted that, in fact, some education policies do not take into account the "professionality of teaching" very much; thus, there is a possibility that teaching professionals will be seen as comparatively inferior to other actors. HAMADA Hirofumi; ANDO Tomoko; YAMASHITA Koichi; KATO Takahide; OHNO Yasuki; TAKATANI Tetsuya; TERUYA Shota; ASAKURA Masashi; TAKANO Takahiro, The purpose of this study is to investigate how the position of "professionality of education" should be reconsidered in recent school governance reform by analyzing two cases, "Kan-min ittai-gata Gakkou" in Takeo city and "Community School" in B city. Since the 1990s, the concept of "governance" has become widely known and has been often discussed in many fields of our society. Its original meaning is that control of public institutions should be shared with various stakeholders. Thus, contemporary public education reform policies include as its base the restructuring of relationships between people in the teaching profession and other stakeholders. It should be noted that, in fact, some education policies take the "professionality of teaching" lightly, so there is a possibility that those in the teaching profession will be seen as comparatively inferior to other actors. We must consider the position of those in the teaching profession within the new school governance structure, and replace it following the concept of "professionality of education." We studied two different types of new local policies. The first is "Kan-min ittai-gata Gakkou" in Takeo city, and the second is "Community School" in B city. In 2015, Takeo city became affiliated with Hanamaru-gakusyujuku, a private tutoring school, and introduced Hanamaru's teaching methods into public schools. In contrast, B city changed all public schools to "Community Schools" in 2012; prior to the city policy, several elementary and junior high schools had jointly founded a community school in 2010. There are two main findings from this study. First, non-teaching actors are likely to stay away from the field of teaching expertise, and there is the possibility that the "Professionality of Teaching" will not be perceived as inferior. However, the second finding is that teachers' awareness of "Professionality of Teaching" may tend to focus too narrowly on minor issues. KATO Takahide, The purpose of this paper is to examine the today's problems to ensure the achievement of students in the school evaluation system in Japan. First, I examined the existing theories of school evaluation and summarized the features of the school evaluation processes in the school organizational processes. There are problems to accumulate the results of evaluations of teaching and learning and are to reflect a comprehensive evaluation of them in the results of outputs of organizational processes. And additionally, there are "the learning culture" needed that is going to be challenges foster a positive climate with a focus on organizational culture. Through these activities, further promoting cooperation between local residents and school parents, the challenge is to promote their confidence building among them. Second, I examined the theories of curriculum evaluation. These theories examine the issues of assessment and curriculum evaluation linkages are set out in schools. Third, I mentioned the problems of the school evaluation guidelines in Japan from the perspective assistantive development. Finally, I pointed out the following as matters of three to ensure student achievement by the school evaluation. First, the model of which curriculum assessment and school evaluation are linked is required. However, there needs to be developed that can be introduced as a model for all schools. Second, the "self-evaluation" and "report" are required to improve the methods of handling and using in the School Evaluation guidelines in Japan. Third, there are required to further clarify the responsibilities of national and local in the guidelines. And, simultaneously, it is necessary to strengthen the manpower for the development of curriculum in both of the school and the board of education of local governments., The Japanese Association for the Study of Educational Administration

加藤 崇英, Following the implementation of the collective law of decentralization of power, the approach concerning the class formation in local was changed from maintenances of the status quo as a counter measure of the decrease of the number of classes to positive measures as an original educational policy that has aimed at the improvement of scholastic attainments in the local level. In this change, Yamagata Prefecture is a municipality that has progressively pulled the small size class policy like Shiki City or Inuyama City. The law concerning the standard of the class formation of various schools of compulsory education throughout the country revised in 2001. After this, the small group instruction policy for the elementary school of Yamagata Prefecture that combines the increased ration teachers expended from the country budget with the adjunct instructor expended from the prefecture budget had implemented. (The Yamabiko plan, 2001) As the next stage of development, with the strong support of the governor of Yamagata Prefecture, the Yamabiko Plan developed into the Sansan Plan. The standard by which the number of pupils per a class was assumed to be 33 pupils from 21 was settled in the school year of 2002. In 2004, the class formation of 33 pupils from 21 was completed as a standard in all grades of the elementary school in Yamagata prefecture. Problems arising with regard to the Sansan plan can be identified as follows. Firstly, there is the issue of assuming the Sansan plan to be the standard criterion of educational policy in Yamagata prefecture. Secondly, there is the issue of ongoing negotiations regarding government expenditure as well as simulations of the class formation and teacher deployment arrangements. And thirdly, there is the question of adjusting the relationships among the educational administration bodies in the prefecture. To solve the above-mentioned problems, the Yamagata Prefecture board of education held "Small size class formation study group", this study group has the aims of the following three headings : (1)interpretation of existing law of Ministry of Education and confirmation of teacher arrangement plans, (2)obtaining an understanding the implementation condition and the policy of making the class formation of other local authorities, (3)validating the effects of the small class policy. In addition, the Yamagata Prefecture board of education held "Nationwide small group instruction study group". In this study group, several schools in the prefecture had led practices advanced. These a series of approaches of the above-mentioned had significant meanings of affirming the view and the policy of Ministry of Education sharing knowledge of the situation of the implementation with other municipality for making the system of the class formation flexible and advancing the small size class studying. On the other hand, the local TV station and newspaper reported these every time. This became a big announcing for the inhabitants of the prefecture. The characteristic of this case can be pointed out as follows. The small size class policy of the Yamagata Prefecture board of education is an approach with a series of cycle of planning which have several aspects of studying the effect and the yield, evaluating the result, clarifying the problem and the improvement, and improving the plan for the next fiscal year. Although I still have a number of reservations, I evaluate highly the autonomy and originality of the Yamagata Prefectural Board of Education in adopting this kind of approach., 日本教育行政学会

加藤 崇英, The first most important assumptions of the Rowan's theory of school organization by institutional approach are that teaching as task is socially constructed (institutionalized suggested from Berger and Luckmann). And by Thompson's models of rational choice, actors (teachers) are assumed to have both a clear preference order regarding outcomes (goals) and a thorough understanding of extent to which courses of action (means) yield the outcomes. Using these conceptions, Rowan developed a classification scheme for types of teaching as task in school organization as follows: 1) Teaching as the routine task 2) Teaching as the judgmental task 3) Teaching as the diagnostic task 4) Teaching as the inspirational task The second is that each type of teaching as task knowledge (as above) has it's own consequences for the type of control strategy. 1)' Total control strategy 2)' Outcome-based control strategy 3)' Process control strategy 4)' Social control strategy Organizations generally recognized as procession forming of control by resource-input control to organization, procedural control in organization and output control to organization. Rowan recognizes four types of control strategy have each different combination by these dimensions of resource control. Resources are measured certain or uncertain extent to which each type of teaching as task has goal and means of certainty. The feature of Rowan's theory is that a type of teaching leads it's own type of control strategy. This makes issues of teaching and learning, argued at School Restructuring Movement, being on theoretical flame. In former institutional approach to school organization, observation was that formal organization of school is loosely coupled and its structure is not taken criticism by means of logic of confidence. However Rowan's theory can explain this former observation was not explanation of inherent feature of school organization but an alternative view of school organization., 日本教育経営学会
