平田輝満; 二見康友; 蒔田良知, Lead, Most of the congested airports in the world limits the number of airport slots based on the runway capacity. Runway capacity is usually calculated by some statistical methods considering runway layout, aircraft fleet mix, observed runway occupancy time and so on. Another way is to use simulation method. In Japan, statistical method has been used and one of the assumption in the capacity calculation is that the aircrafts sequencing is statistically random. The sequencing of the aircrafts in terms of departure and arrival and wake turbulence category (heavy, medium, light) is well known to be important factor to change the runway capacity. Actually air traffic controllers may change the sequencing of the aircrafts to enhance the efficiency of the runway operation. Therefore the actual sequencing must be considered to some extent for calculating runway capacity (or slots). In this study, the actual sequencing of the aircrafts in Narita and Haneda airport in Japan are analyzed by using aircraft trajectory data which is open from the Japanese government, and we consider the appropriate assumption of aircraft sequencing in determining runway slots., Japan Society of Civil Engineers

平田輝満; 笠原徳文; 豊崎祐司, Lead, This study firstly analyzes the characteristics of logistics flow network pattern to/from the logistics firms in different prefectures in Tokyo metropolitan area, and the different logistics flow patterns can be observed especially for agricultural and marine products. Secondly, the location choice model for logistics firms considering logistics flow conditions of each firm are developed by multinomial logit model. The estimated model indicates that the logistics flow condition (transport cost condition) has significant impact on the location choice and the explanatory power of the model can be enhanced significantly by considering it. Also, it is found that the impact of the logistics flow condition on the location choice differs depending on whether the goods origins and destinations are fixed or not., Japan Society of Civil Engineers

Veng Kheang Phun; Terumitsu Hirata; Tetsuo Yai, The maximum number of flights tolerated by airport-area residents is affected by their access to information concerning their neighbors who are affected by the noise. This study explored the effects of providing descriptions of noise exposure conditions on the tolerance of aircraft noise by residents living near Manila Airport in the Philippines. A questionnaire assessed different levels of noise in a hypothetical situation involving the affected zones. Face-to-face interviews were conducted using prerecorded aircraft noise presented via headphones. The information about the overall noise situation at an airport lowered the tolerance of overhead flights, compared to the baseline levels. The participants tolerated more flights when they were informed about the situation of people who were more severely affected by the noise than they were. This tendency strengthened with an increase in the severity of the noise situation in other areas. The economic benefits associated with an increase in air transport demand were also observed to boost noise tolerance. Terumitsu HIRATA; Azumanosuke SHIMIZU; Tetsuo YAI, Lead, The main purpose of the paper is to develop an analytical model for estimating runway capacity of Haneda airport in Tokyo which will have a new 4th runway in late 2010. The impact of the sequencing of the aircrafts' departures/arrivals considering wake turbulence category was analyzed by using a more heuristic model which considers the feasibility of arrival spacing on final approach in practice. Haneda airport will eventually have two sets of open-parallel runways with crossing layout (16/34 L/R, 04/22 L/R). Consequently, the departure and arrival traffic will operate dependently with higher complexity than that of the current condition. By using the developed model, the necessary constraints on aircraft sequencing and spacing for attaining the runway capacity planned by the government and for expanding the capacity were analyzed., Eastern Asia Society for Transportation Studies

Terumitsu HIRATA; Azumanosuke SHIMIZU; Daichi MIMURA; Tetsuo YAI, Lead, The purpose of this paper is to examine the actual situation of the delay characteristics of the flights controlled by Ground-Holding which arrived at Tokyo International Airport (Haneda Airport (HND)), which is the largest hub airport in Japan. The data analyzed is the flight data of all arrivals to HND from April 2008 to March 2009 including their Estimated Time of Arrival, Expected Departure Clearance Time (EDCT) issued by Ground-Holding, Actual Time of Departure, Actual Time of Arrival, other aircraft characteristics and meteorological condition, and other related data. The results of the analysis clarify the factors that affect the flight airborne delays and the EDCT such as runway capacity fluctuations. Veng Kheang PHUN; Terumitsu HIRATA; Tetsuo YAI, Last, This paper examines the effects of other people's noise-situations on an individual's maximum acceptable flight frequency (MAFF). Two scenarios for interview questionnaires: with and without additional noise information were established under a hypothetical setting. Two MAFF models, one that tests for effect of available noise information and another testing for effect of other people living in different noise-affected zones, were estimated using data from a pilot survey based on a developed headphone interview system. Results of the first model indicated a significant effect of the available noise information on MAFF. From the second model, it was found that MAFF would increase if subjects took into account the noise-situations of people living in the high noise-affected zone, all else being held constant. For those located in the moderate noise-affected zone, the results suggest a reduction in MAFF. There was an increase in MAFF if subjects did not consider anyone else's noise-situation., Eastern Asia Society for Transportation Studies

平田輝満, Lead, This study focuses on how to mitigate the delay caused by the special features of runway operations of Haneda airport which is the most congested airport in Japan. The special features are "segregated use of runways by the flight directions" and "the interdependency of departure and arrival operation that results in the trade-off relationship between the capacity of departure and arrival". First, the impact of segregated use of runways on delay are analyzed by the simulation method. Lastly, the method that optimize the capacity of departure and arrival in each time for minimizing delay are developed. The results shows that the segregated use of runways can cause the significant increase of the delay, and the optimization method can reduce the total delay., Japan Society of Civil Engineers

Previously, disaster management faced challenges such as insufficient airport apron space, shortage of aircraft fuel, and inadequate information sharing among various involved organizations. During the Great East Japan Earthquake, aircraft— pri- marily civilian and government helicopters—used the Iwate Hanamaki Airport, Yamagata Airport, and Fukushima Airport as bases immediately after the disaster struck. These aircraft performed tasks such as information gathering, emergency rescue, and personnel and goods transport. For this study, we interviewed personnel in the organizations involved in operating these aircraft and airports during the disaster. Further, we considered the operational realities of disaster response activities at each airport to identify the lessons learned and challenges met. ARATANI Taro; HIRATA Terumitsu; OSADA Teppei; HANAOKA Shinya; TODOROKI Tomoyuki; INDO Yuichi, This study focuses on the actual situation of the aircraft operations in the aftermath of the Great East Japan Earthquake. By using the data including each aircraft's departure and arrival time to/from the target airports, the time series behaviors of the purpose of the aircraft activities and the number of parking at the airport aprons are analyzed. In addition, how each airport deal with the large number of aircraft operations in the aftermath of the earthquake are clarified through the interview survey. The result shows that the six to ten times of the aircraft in comparison with ordinary days were operated, and the rescue works and emergency medical transport were especially increased within 72 hours, in the aftermath of the earthquake. The results of the interview survey indicated that each airport had difficulty in keeping the apron for aircraft parking space including large number of helicopters and in fueling, but some of the lessons from the past disasters helped smoother operation of the airport., Japan Society of Civil Engineers

Terumitsu HIRATA; Shigeru MORICHI, Lead, Due to the capacity constraint of Haneda Airport, airlines in Japan have to rely on large-size aircrafts to increase capacity for transporting increasing volume passenger in domestic aviation. Consequently the average aircraft-size has been unusually large in Japanese domestic market in comparison with the other western countries. This means that level of service in terms of the flight frequency is low in many air routes in Japan. In this study, first, we broadly compare the flight frequency and aircraft size among major countries. Second, in order to get an idea on the potential flight frequency, we analyze the flight frequency in US and Japan from taking into account the characteristics of each air route such as passenger demand, route distance and number of airline entries. The study results, though based on simple quantitative analysis, provide valuable insights for policy makers concerning future strategies in expanding capacity of Haneda Airport., Eastern Asia Society for Transportation Studies

Naoki Matayoshi; Yoshinori Okuno; Masahiko Sugiura; Mitsuru Kono; Tsutomu Yoshii; Terumistu Hirata, The Japan Aerospace Exploration Agency has developed an airport terminal traffic simulation environment that dynamically minimizes aircraft wake vortex separation by considering wake vortex behaviors from meteorological information and using GBAS-based curved approach paths. A traffic simulation of Tokyo International airport using four intersecting runways revealed that the capacity could be increased by up to 12% by reducing separations without additional risk of wake vortex encounter. This result demonstrates the benefit to airport capacity of reducing wake vortex separations dynamically. © 2010 by the American Institute of Aeronautics and Astronautics, Inc. All rights reserved.

First, we propose a new method for calculating runway capacity corresponding to the flexible terminal flow control where the separation between two successive landing aircrafts is changed depending on the runway occupancy time of the leading aircraft. And the increased capacity by several air traffic control pattern was estimated for the runway configuration after re-expansion of HANEDA Airport by using the microscopic air traffic simulation. INFRASTRUCTURE PLANNING REVIEW, Sep. 2007 - Development of the Driving Simulation System MOVIC-T4 and Its Validation Using Field Driving Data
Terumitsu Hirata; Tetsuo Yai; Tsuyoshi Takagawa, Underground urban expressways are a possibility for solving many existing transportation-related problems, such as traffic congestion in high density areas and the division of neighborhoods due to elevated roadways. However, they may also pose high risks regarding traffic safety. Therefore, it is important for a pre-analysis of traffic safety to be made. This paper describes recent efforts to develop a driving simulation system, MOVIC-T4, for traffic safety analysis of underground urban expressways. In order to develop a small portable simulator, a small-sized motion-base with two-degrees-of-freedom is used to duplicate acceleration cueing together with a head-mounted-display (HMD) for the visual system. An overview of this system is given and the reliability of driving data obtained from the experiments using MOVIC-T4 is discussed through a validation study using field driving data. The results of validation indicate that the perceived speed, distance headway, and physiological data in the simulator show the almost same trend as that in the real world, but larger decelerations tend to be produced in the simulator. © 2007 Tsinghua University Press.

Terumitsu HIRATA; Kunihiro YAMAGUCHI; Tetsuo YAI, Underground urban expressways which have great potential to settle many existing transportation-related problems may pose unknown risks regarding traffic safety. Vehicle accident in tunnel can more seriously damage road infrastructure and human life than outside roads because of its closed space especially in deep underground road. Therefore, it is important to consider the safety countermeasure for preventing not only a single-vehicle accident but also multi-vehicle accidents which are more damaging. We conducted a unique driving experiment with virtual reality (VR) where the multiple subjects can drive simultaneously in the same roadway space. With this experiment, we collected the microscopic driving data of multi-vehicle accidents that originated in a single-vehicle accident. This paper tried to build an evaluation system which considers civic environmental consciousness to the transportation policies to reduce SPM. In this study, a questionnaire survey for residents, roadside pedestrians, and public transport users was performed. From there, the awareness structure regarding damage to the environment and health due to air pollution was understood. Moreover, traffic characteristic and roadside-land-use information on the region were inputted to the traffic microscopic simulation “PARAMICS”, and the actuality of traffic flow and SPM measurements were verified. From these two results, the effect of several transportation policies on traffic flow and air environments were evaluated., Japan Society of Civil Engineers
