花嶋 凌介; 内田 晋, ラスト(シニア)オーサー, 農業における環境保全や食品安全のための手段である農業生産工程管理(GAP)を導入した農家による作物生産の環境負荷を、ケーススタディに基づくシナリオを用いた LCA により評価し、慣行農法のものと比較した。GAP を実施する農家はいずれも投入肥料について工夫が見られ、露地栽培とハウス栽培のそれぞれについて、気候変動と富栄養化の 2 つの影響領域で慣行と比較して環境負荷が低減した。肥料の工夫と負荷の低減の直接的な因果関係は見られなかったが、気候変動影響に関しては農薬散布や石灰といった他の投入が削減されることによる間接的な効果が示唆された。また富栄養化についてはリン酸の過剰施肥の傾向がある慣行農法に対し、それぞれが独自の施肥設計を行っている GAP 実施農業で負荷の改善効果が見られた。ハウス栽培の環境負荷は露地と比較して大きくなったが、暖房を実施していない本研究の事例ではその差は主に被覆資材の製造過程に起因するものだった。, 日本LCA学会

内田晋,林清忠, 筆頭著者, Objective. An extended water footprint (EWF) and an occupied water footprint (OWF) are proposed in this study as indices of water resource consumption. EWF represents the burden of water resource consumption in flow base, and has a unit of area in which the water supply equals to the subject consumption. Similarly, OWF is derived in stock base and has a unit of area multiplied by occupied time period. They are based on the concept of acceptable delay of water use, instead of fixed period such as a month and a year which is the basis of conventional water footprint. EWF and OWF enable us to analyze the sustainability of water resource consumption in higher detail, in particular in temporal variation. Similar to an ecological footprint, the regional and temporal differences in water scarcity are comparable to the total carrying capacity. In addition to being exact water footprint indices, EWFs and OWFs can be treated as impact categories in midpoint analysis of life cycle assessment (LCA), similar to land use and land occupation with the same dimensions. To evaluate the possibility of using the EWF and the OWF in the assessment of water use in agricultural production, sugarcane production for biofuel on Tokunoshima Island was examined as a case study.
Results and Discussion. EWF exhibited a higher value in blue water (BW) in comparison to green water (GW). In particular, higher values were shown during the summer, when evapotranspiration was active. The EWF exceeded the actual cultivation area in some periods, and it was eight times higher at its maximum, which indicates temporal unsustainability. However, the total annual OWF was less than the actual land occupation, showing that the process can be sustainable with adequate water resource management. The corresponding value from conventional water footprint calculation showed significant variation by day, which indicates the difficulty of analyzing the daily variation in water stress using conventional methods. An analysis of all the processes of bioethanol production showed that the impact of sugarcane cultivation dominated them in terms of water resource consumption.
Conclusions. The current work showed the potential of EWFs and OWFs as new indicators for analyses of water resource consumption. They are expected to be utilized as impact categories in LCA, especially in fine-grained analysis, although some challenges remain with regard to both database preparation and analysis methodologies., The Institute of Life Cycle Assessment, Japan

Lang; Kiyotada Hayashi; Susumu Uchida, There is wide agreement in the literature that non-technical factors play a decisive role in the successful implementation of bioenergy projects. One underlying reason is that such projects require the involvement of many stakeholders, such as feedstock producers, engineers, authorities and the concerned public. We analyze the role of bioenergy-specific non-technical factors for the success of bioenergy projects. In a broad literature review we first identify potential success factors belonging to the five dimensions project characteristics, policy framework, regional integration, public perception and stakeholders. Using these factors as conceptual framework, we next analyze six Japanese pilot projects for bioenergy utilization supported by Japans Agriculture, Forestry and Fisheries Research Council. We apply Rough Set Analysis, a data mining method that can be used for small sample sizes to identify patterns in a dataset. We find that, by and large, non-technical factors from all five dimensions - such as the stability of the local policy framework - co-occur with project success. Furthermore, we show that there are diverging interpretations as to what success in a bioenergy project means. This requires tradeoffs between various goals, which should be identified and addressed explicitly at early stages of such a project. © 2013 Elsevier Ltd.

Such measures solved ground collapse problem on one hand indeed; on the other hand, along with the prevention of ground water exploitation, the groundwater level recovered to the normal level, and the floating power brought by groundwater rising threatened the architecture underground. The claim for groundwater utilization is rising. Also, groundwater has high value and good quality to supply water resource. Therefore, this research aims to construct a comprehensive groundwater exploitation model to clarify the sustainable groundwater utilization and economic, environmental impacts brought by groundwater usage. This new comprehensive model combined optimal groundwater exploitation model, water cycle model and socio-economic model together to practice optimal simulation. Through computer scenarios, we can clearly ensure groundwater utilization amount and method considering the sustainable development. Their reductions were evaluated under two scenarios
one was improving cultivation technologies and breeding of new crop varieties, and the other was setting up of regional biomass utilisation systems, in which biomass resources from various industries were utilised mutually and effectively. It was proved that the improvement in cultivation technologies and the establishment of regional biomass utilisation systems have large potential for saving fossil fuel resources and reducing greenhouse gas emissions. Although these results largely depend on scenarios including the lifetime and coverage area of agricultural machinery, and types of biomass utilisation, it was concluded that substitution of petrol by bioethanol converted from these energy crops has considerable potential for rendering our society more sustainable. Susumu Uchida; Kiyotada Hayashi, Crop-derived first-generation biofuels are controversial because of their competition with food supplies and the uncertainty regarding their environmental performance. However, they are currently being used in practical applications, particularly because the second and third generation biofuels are not likely to replace them for another few years. In this study, we performed a life cycle assessment of 5 energy crops for bioethanol production in Japan to evaluate the improvements in breeding and cultivation practices. In addition, to determine the possibilities of first-generation biofuels, we analysed the contribution of different components to the crop cultivation system and the potential for improvements by constructing a regionalised database. The results showed that the introduction of yield increases are expected to significantly reduce the values for almost all evaluated environmental impact categories, together with disease-resistant varieties, direct seeding, reduced operations and the increased ratooning of sugarcane, primarily by reducing the input of materials per yield. Moreover, the results demonstrated the significance of combining multiple improvements in breeding and cultivation practices. We observed different relationships among the values between the crops under different impact categories, indicating the importance of a comprehensive assessment. A comparison between petrol and bioethanol showed unfavourable outcomes for bioethanol production and use on the environment, suggesting that further improvements are needed to ensure the potential of bioethanol production in Japan. These improvements will be accomplished by focusing on improvements in the environmental performance of particular factors such as reducing compost-derived ammonia discharge and decreasing nitrogen input through adequate fertilising. Susumu Uchida; Kiyotada Hayashi; Masaei Sato; Shingo Hokazono, Increased public focus on agri-environmental issues and recent policies on agricultural sustainability have necessitated the construction of a life cycle inventory (LCI) database for agricultural production systems. However, the current progress of LCI database construction is far from being complete in both developed and developing countries. In this chapter, an integrated view for a data-construction methodology for agri-environmental assessment is proposed. The applications of computational methods to the construction processes are also proposed, with a special focus on Japanese case studies. After discussing the methods for construction, the implications of LCI construction are presented, which includes the following issues: how to make a transition to sustainability, and how to achieve informed and science-based policy decisions by increasing the applicability of life cycle assessment and the level of preparedness. Computational Methods for Agricultural Research: Advances and Applications, 2010年, [査読有り] - Comprehensive Evaluation of a Promotion Policy for the Residential Photovoltaic Industry Considering the Cycle of Learning and the Environmental Value
Susumu Uchida; Yoshiro Higano, Most of renewable energies are in the early stage of an industry and have environmental value. Therefore, this uniqueness must be taken into account when we consider economic policies such as subsidies to promote such technologies. Previously we constructed a growth model of renewable energies, in which the learning effect dominating the cost of the early stage of industries and the demand of consumers for environmental value were considered. In this study we connected the above growth model with the comprehensive socio-economic optimizing model, and examined the effect of economic policies such as a greenhouse gases emission tax and a subsidy the whole Japanese economy, and the total amount of greenhouse gas emissions with the residential photovoltaic industry as a case study. In the growth model, the demand change when renewable energy industries are subsidized with a restricted budget and the parameter changes with social cognition by the diffusion of renewable energy itself are also considered. The socio-economic optimizing model consists of the input-output relationship for monetary balance, some macroeconomic balances and GDP as the objective function. We examined first the effect of a promotion policy consisting of a tax on greenhouse gas emissions and a subsidy for the residential photovoltaic industry financed by the tax income. The simulated period was from 2005 to 2015 and the policy was introduced in 2007. The photovoltaic cell increased proportionally to the tax rate and significant growth was observed in 2007, the first year of the promotion policy. However, predicted photovoltaic power supply in 2015 was no more than 0.8% of the total demand and this suggests the promotion policy for a single industry is insufficient to contribute to a decrease in global warming. As for the total national economic and environmental effect, both GDP and total greenhouse gas emissions decreased with introduction of the emission tax. Next, we examined the case when total emissions were restricted. Diffusion of the residential photovoltaic industry was also remarkable early in the simulated period. GDP increased when the emission tax and subsidy was introduced into the simulation, indicating the promotion policy for renewable energy industries may be effective even for the economy, under strict restriction on greenhouse gas emissions. The results of the simulation showed that the promotion policy is effective for increasing production of the residential photovoltaic industry, for reduction in total greenhouse gases emissions and for an increase in GDP when the total emissions of greenhouse gases are restricted. Further studies are planned on a comprehensive promotion policy for renewable energy contributions to mitigate global warming and energy resource depletion by expanding this simulation model to other renewable energies and reconsidering the whole energy system. © 2010, JAPAN SECTION OF THE REGIONAL SCIENCE ASSOCIATION INTERNATIONAL. This will not only reduce pollutants and greenhouse gases (GHG) from wastes, but also provide many other advantages. Emission taxes and subsidies are thought the most applicable and effective for promoting effective use of the potential energy in wastes. The aim of this study was to evaluate the effects of these economic policies on the use of the potential energy in wastes. A socioeconomic model based on I/O was constructed to consider the flow of wastes and energy. This model is a dynamic optimizing model that considers the change of production through investment. New industries producing energy from wastes, as well as emission taxes and the subsidies were introduced into the model. The results of the simulation showed that three new energy industries achieved production and were able to replace fossil fuels or change the industrial structure to decrease the consumption of fossil fuels. In the presence of these new industries, GDP increased under severe GHG constraints, and GHG emissions decreased below the target for the Kyoto Protocol if the tax rate was more than 20,000 yen per ton carbon, and emission taxes and subsidies were introduced.

松本健史,内田晋,水野谷剛,氷鉋揚四郎, Kyoto Protocol which was adopted in 1997 to prevent global warming is the most effective and practical international framework today. According to this Protocol, as one of commitments, Japan has to reduce Green House Gases to 94% of the 1990 level in terms of CO2 by the years between 2008 and 2012 on the average. However it is very difficult to control the emission below that level considering the influence to the economy. Therefore the emission trading is expected to achieve the target efficiently.
In this study, we developed the simulation model concerning the Japanese emission trading under Kyoto Protocol. We verified the feasibility of emission trading.
This model controls CO2 emissions and maximizes GDP. The simulation model is based on a dual input-output model which is based on the material and value balances. We analyzed three cases on conditions that emission permit prices are from 500 to 1,000 thousands yen. Case 1 is free control emission. Case 2 aims at the target of Kyoto Protocol by emission trading, and Case 3 assumes more moderate restriction of emission which involves the forest deposit. These simulations are based on the data of 2000.
As a result of the simulation, critical price in Japan was about five or six thousands yen per ton-CO2. GDP decreased as emission permits price increased. However the reduced rate was less than 0.53% for Case 1. Furthermore on the condition that emission permits are under ten thousands yen, the reduced rate was only 0.04%. On the other hand, CO2 emissions were the same or more than that in Case 1. This result shows that reduction in the gross CO2 emissions only by a restriction of emissions is very difficult. Therefore trading emissions permits is considered as an effective measure and makes incentives to reduce net emissions of CO2.

Susumu Uchida; Yoshiro Higano, Using potential energy in wastes is the first step toward the society based on recycling and can be a quick intermediate procedure against global warming. Energy system is essential not only for our production and consumption but also for recycling materials. Therefore, restructuring it is one of the key issues to create a sustainable environment. We aimed to evaluate a policy introducing the tax on emission of greenhouse gas (GHG) and the subsidy for industries producing energy from wastes. Burnable wastes consist mainly of carbon-neutral biomass, but methane gas is emitted in the air from wastes left out in the open, which has 21 times as high greenhouse effect as carbon dioxide. Adequate treatment of waste is expected to reduce the emission of methane, and contribute to many other effects such as saving energy resources, material recycle and the creation of employment. A socioeconomic model simulation was examined as prior evaluation of policy measures. The model is based on I/O model and considered the flow of wastes and energy, and new industries which produce energy from wastes and the economic policies of the tax and the subsidy were introduced in the model. On the restriction of total emission of GHG, GDP was maximized as objective function. 小山孝; 内田晋; 西山昭雄, The effect of the microstructure on the mechanical properties and the cutting performance of Al2O3-30 wt%Ti(C, N) ceramics was studied. Three Al2O3-Ti(C, N) ceramics with average Al2O3 grain size of 1.6-1.9-mu-m, 1.0-1.2-mu-m and 0.7-1.0-mu-m were obtained by presintering and HIPing. Large Ti(C, N) grains were mainly distributed at the grain boundaries and prevented the grain growth of Al2O3 grains. But in the ceramics with large Al2O3 grains, some fine Ti(C, N) particles were dispersed within Al2O3 grains. As microstructure became finer, the bending strength increased and the fracture toughness K(IC) decreased. 内田晋; 月橋文孝; 佐野信雄, The phase relations of the CaO-MnO-SiO2 system at 1400-degrees-C have been investigated in connection with the smelting reduction of manganese ore in a basic oxygen furnace by employing a chemical equilibration technique. Namely, a molten Cu-Mn alloy was separately equilibrated with a CaO-MnO solid solution or a CaO-MnO-SiO2 melt. It has been found that the solid in conjugation with the molten phase is nearly pure MnO regardless of the composition of the latter. The CaO-MnO solid solution negatively deviates from an ideal solution.
