    What will be the aggregated cost of climate change in achieving the Paris Agreement, including mitigation, adaptation, and residual impacts? Several studies estimated the aggregated cost but did not always consider the critical issues. Some do not address non-market values such as biodiversity and human health, and most do not address differentiating discount rates. In this study, we estimate the aggregated cost of climate change using an integrated assessment model linked with detailed-process-based climate impact models and different discount rates for market and non-market values. The analysis reveals that a climate policy with minimal aggregated cost is sensitive to socioeconomic scenarios and the way discount rates are applied. The results elucidate that a lower discount rate to non-market value—that is, a higher estimate of future value—makes the aggregated cost of achieving the Paris Agreement economically reasonable., IOP Publishing

  • 〔Major achievements〕Assessing the Effectiveness of Adaptation against Sea Level Rise in Japanese Coastal Areas: Protection or Relocation?
    Tamura; M.; K.Imamura; N.Kumano; H.Yokoki, Lead, Sea level rise (SLR) due to climate change poses a serious threat to human populations in coastal areas. As a result, assessing the impacts of SLR and evaluating potential adaptations is essential. This study assesses the impacts of SLR and ocean tides on coastal Japanese prefectures by estimating the extent of potentially inundated areas, affected populations, and economic damages. The latest climate scenarios, tidal data, and shared socioeconomic pathways (SSPs) are used to estimate the SLR and its inundation effects at a resolution of 1 km. Economic damages are estimated following the methods outlined in the “Manual for economic evaluation of flood control investment (draft).” It was found that all impacts (inundated areas, affected populations, and economic damages) under RCP2.6-SSP1 are significantly smaller than those under RCP8.5-SSP5, suggesting the importance of mitigation efforts. In addition, the study evaluates the cost and effectiveness of protection and relocation adaptations using data on the cost of constructing dikes and the cost of relocating houses and infrastructure. While relocations due to SLR have not yet been undertaken in Japan, the relocation costs could be estimated based on the conventional scheme of community relocation for natural disasters such as life-threatening floods and tsunamis caused by major earthquakes. It was found that the costs of relocation can exceed those of protection under the current framework of Japanese relocation policies.

  • Reproducing Complex Simulations of Economic Impacts of Climate Change with Lower-cost Emulators

K.Takahashi; N.Hanasaki; T.Hasegawa; Y.Hirabayashi; Y.Honda; T.Iizumi; C.Park; M.Tamura; Y.Hijioka, In order to project climate-change impacts under a wide-range of scenarios or conduct on-line coupled simulations, the computational and implementation cost of economic impact calculations should be reduced. To do so, in this study, we developed various emulators that mimic simulation outputs, namely economic models coupled with bio/physical process-based impact models. Their performance was evaluated for multiple sectors and regions. Among the tested emulators, those composed of artificial neural networks, which can incorporate nonlinearities and interactions between variables, performed better particularly when finer input variables were available. Although simple functional forms were effective for approximating general tendencies, complex emulators are necessary if the focus is regional or sectoral heterogeneity. The developed emulators could be used to explore future scenarios related to climate-change policies, and the findings of this study could also help researchers design their own emulators under different situations., Copernicus GmbH

  • Cost-benefit Analysis of Mixing Grey and Green Infrastructures to Adapt to Sea Level Rise in the Vietnamese Mekong River Delta
    Pham; T.O; M.Tamura; N.Kumano; Q.V.Nguyen, This study evaluated inundation impacts and the economic damage resulting from sea level rise (SLR) in the Vietnamese Mekong River Delta (VMRD), and identified the effectiveness of mixing grey and green infrastructures using cost-benefit analysis. The results showed that the VMRD could potentially be heavily affected by SLR. Without the implementation of proper adaptations, more than 90% of this area could be below sea level and nearly 20 million people could be affected by inundation by the end of the 21st century. The total economic damage could reach more than 22,000 billion US$ (2010 real value) by 2100 with no discount rate. These threats may increase the pressure on the region to ensure well-being, equity, and progress towards achieving sustainable development goals. However, achieving these goals will require the implementation of adaptations for upgrading and restoring in the region. Our modelling framework consisting of global, multisectoral impact models coupled with an integrated assessment model enables us to estimate the global total economic impacts of climate change while incorporating these uncertainty sources. Whereas the most pessimistic pathway without mitigation would result in a net economic impact equivalent to 6.6% (3.9-8.6%) of global gross domestic product at the end of this century, the pathways with stringent mitigation would limit the impact to around or less than 1%. Although the uncertainties are great, the climate change mitigation pathway is the dominant factor and socioeconomic developments can also contribute to alleviate the impacts of climate change.      Sea level rise due to climate change may threaten humans living near coastal areas. To adapt to climate change, it is important to examine the effectiveness and cost of coastal protection. Coastal areas can be protected more efficiently and economically using both green and gray infrastructure, such as mangroves and sea dikes, along the coastline. However, few studies have examined the long-term feasibility and impact of adaptation measures at a global scale. Therefore, this study carried out an impact assessment of inundation and a cost analysis of such measures, focusing on 112 countries and regions containing mangrove forests. It was found that combining mangrove forests and dikes could be potentially effective in the global aggregates. However, the national feasibility of such measures depends on the country, which requires site-specific management solutions to accommodate local conditions.

  • INUNDATION IMPACTS DUE TO SEA LEVEL RISE AND THE ADAPTATION ASSESSMENTS FOR COASTAL PROTECTION

     Inundation impacts due to sea level rise caused by climate change were assessed globally using multiple global climate model outputs. In particular, the assessment accuracy was improved by upgrading the data for coastlines according to a method previously proposed by the authors. As a result, 750 − 820 × 103 km2 of coastal land was estimated to be inundated globally by 2100 under Representative Concentration Pathway 8.5. A new method for estimating the adaptation cost by building coastal dikes was applied, and economic damage and adaptation costs were compared under several adaptation scenarios. If all global inundation were avoided only by building coastal dikes, the adaptation cost was estimated to be six times as much as the inundation damage cost at the end of this century. This study's consideration of the adaptation options against global inundation suggested that multiple options, such as "green infrastructure" and other accommodations, should be implemented.

  • Basic Research for the Estimation of Flood Damage Costs using Global Coastal Dike Information - Tokyo Bay and Ise Bay -

     According to the 5th IPCC Assessment Report, the global average sea level is expected to rise owing to the global warming effect. For the high-level warming scenario, the average sea level is expected to rise up to 0.82 m. Therefore, risk assessments of flood damage costs resulting from sea level rises are important. Herein, global coastal dike information was extracted using satellite images and digital surface models based on the coastal dike distribution methods proposed in previous research. Furthermore, to evaluate the effect of dike information on the risk assessment, we simulated the influence of flood damage in Tokyo Bay and Ise Bay by establishing the dike height. The results of this study are as follows: 1) Dike information was generated on a global scale. 2) The influence of flooding and flood damage costs were estimated based on flood simulations using global coastal dike information.

  • Proposal of Identification Method for Coastal Dike Distribution using Satellite Images and Digital Surface Models
    Kumano; N.; R.Kawashima; H.Yanai; M.Tamura; H.Yokoki; Y.Kuwahara, 気候変動に伴う災害の激甚化・海面上昇による浸水域の把握は喫緊の課題である。特に,浸水域の把握に際して,海岸地域における堤防の有無を考慮する必要があるものの,全球を対象として均一な調査基準に基づいた堤防データは整備されていないのが現状である。そこで,本論では堤防の特徴を数値表層モデルに組み合わせて堤防抽出支援情報を生成し,画像判読を併用する堤防抽出方法を提案した。さらに,国内外のテストサイトを設定し,堤防抽出方法の精度検証を行った結果,地形的特徴が捉え易い領域では70~80%の抽出精度が得られた。

It is feasble to install new dyke along the major coasts if the related budget keeps a certain level.     【目的】多くの郷土料理は,伝承機会が減少し消失の危機にある。本研究では,茨城県中央部に位置する茨城町の郷土料理である「つと豆腐」の喫食現状を把握するとともに,伝承意識に影響を及ぼす関連要因を検討することとした。 【方法】調査対象者は,茨城町5地区から住民200名ずつ合計1000名を無作為抽出し,2015年10月に質問紙を郵送で行った。回収率は33.8%で,有効回答数は313票であった。質問紙の項目は,属性として性別や年齢居住形態など6項目,共生意識に関すること10項目,郷土料理の伝承意識に関すること4項目,つと豆腐に関すること15項目,合計35項目とした。 【結果】つと豆腐を知っている人は,回答者の37.1%で,50歳以上が47.8%であったのに対し,50歳未満では22.6%であり,年代による差が見られた。50歳未満でつと豆腐を知っている人は,日常的に調理し,近所付き合いに積極的で,家庭での年中行事をよく行うという傾向が見られた。つと豆腐を知っていると回答した人のうち,現在もつと豆腐を食べている人は19.7%,食べたことが無い人は9.7%であった。また,現在もつと豆腐を作っている人は9.2%,作ったことが無い人は67.3%であった。つと豆腐を調理しない理由で最も多かったのは,「作る機会がない」で61.1%,喫食機会は「通夜」が最も多く(37.4%),喫食場所は「親戚の家(18.1%)が最も多かった。重回帰分析の結果,つと豆腐の伝承意識は,積極的に地域のイベントに参加し,つと豆腐を美味しいと感じる人で高くなる傾向が認められた。重回帰係数の比較から,つと豆腐を美味しく感じることが伝承意識に一番影響を与えていることがわかった。

  • Reducing flood risks in rural households: survey of perception and adaptation in the Mekong delta

Improved understanding of the exposures and perceptions at the local level will help residents to cope with natural disasters and future climate disruptions. In this study, we assess the exposure to floods that rural communities across the Mekong Delta are facing. Among the various natural disasters threatening the delta, extreme flooding is by far the most prevailing concern. By carrying out a field survey on 1350 residents, we characterize the flooding patterns and vulnerabilities of households in three geographically diverse provinces. The aim of this study is to assess the effectiveness of current flood adaptation in these households in conditions of regular flooding, as well as to extreme flooding events, which become more intense and frequent due to climate change. While the findings suggest varying degrees of coping with seasonal flooding by raising the ground floors of their homes, their capacity to prepare for extreme floods is limited in spite of the residents' awareness of the changing dynamics of natural disasters in their locality.   • Analysis of tsunami evacuation caused by the Great East Japan Earthquake: A case study of Ibaraki Prefecture

We identified several factors on which the starting time of evacuation depended, including awareness of evacuation warnings, understanding of anticipated tsunami inundation areas (hazard maps), and distance from anticipated inundation areas. We found that those who were aware of evacuation sites, hazard maps and/or anticipated inundation areas maps, and who lived in inundated areas tended to evacuate earlier. Conversely, many residents delayed their evacuation because they chose to go home and take care of their family first.   • Building and Verification of a Theoretical Framework for Climate Change Adaptation:-Strategy of Climate Change Adaptation-

This study specifically describes examination of the following three points at issue: (1) relations between mitigation and adaptation; (2) crosscutting policy in the impact fields of climate change; and (3) necessity and concreteness of additional adaptation. Construction and verification of the theoretical framework were conducted for each point at issue.
    In comparison with messages related to adaptation policies publicized by the Ministry of Environment, this study emphasizes the following significant points: (1) mitigation and adaptation are defined as links to factors of vulnerability (exposure, sensitivity, and adaptive capacity); (2) three levels of climate change adaptation (protect, minimization of impacts, and transformation), improved sensitivity, and adaptive management for longterm impacts are proposed to emphasize the additional adaptation; (3) not only technology and methods but also adaptation measures are exemplified.
    As further works, the precision of adaptation measures for feasibility should be improved for local governments. Additionally, increased recognition and understanding of adaptation strategy of climate change adaptation from local governments are necessary, including the relations between mitigation and adaptation, and the necessity for incremental adaptation., SOCIETY OF ENVIRONMENTAL SCIENCE, JAPAN

This study employs the Multiple Calibration Decomposition Analysis (MCDA) to evaluate technological change that is responsible for changes in energy use and carbon dioxide emissions in the Japanese economy in the oil crises period from 1970 to 1985. The MCDA serves as an elementary way of separating structural change due to technological change from that due to price substitution effects, capturing the interdependence among economic sectors.     S.Okushima; M.Tamura, Corresponding, The purpose of this paper is to present a new approach to evaluating structural change of the economy in a multisector general equilibrium framework. The multiple calibration technique is applied to an ex post decomposition analysis of structural change between periods, enabling the distinction between price substitution and technological change to be made for each sector. This approach has the advantage of sounder microtheoretical underpinnings when compared with conventional decomposition methods. The proposed technique is empirically applied to changes in energy use and carbon dioxide (CO2) emissions in the Japanese economy from 1970 to 1995. The results show that technological change is of great importance for curtailing energy use and CO2 emissions in Japan. Total CO2 emissions increased during this period primarily because of economic growth, which is represented by final demand effects. On the other hand, the effects such as technological change for labor or energy mitigated the increase in CO2 emissions., Elsevier

Ling; K.Ajima; N.Mimura; K.Yasuhara, 地球温暖化問題解決のための二酸化炭素(COz)排出削減対策の1つに技術革新が挙げられる。そこで本稿は,日本と中国を対象事例としてプロセス革新およびプロダクト革新による潜在的なスピルオーバー効果を測定し,技術革新によるCO2排出削減の産業部門への波及効果を分析した。その結果,産業部門によって革新の多様な影響力が存在すること,中国は日本に出べてスピルオーバー効果が大きいことなどが試算された。先行研究で指摘されているような限界削減費用の安さだけでなく,波及効果の観点からも中国における技術革新や技術移転の潜在的な有効性を示しているといえる。, Pan Pacific Association of Input-Output Studies
