While the government officials in charge of the restoration work are in a difficult situation, both they and response workers create practical measures and ingenuity, awareness, and lessons learned to solve problems at hand. The authors refer to such wisdom acquired through practical experience as on-site knowledge. Such knowledge tends to be limited to individuals and even small circles of groups, but if it is widely shared among engineers, its effect upon problem-solving potential at disaster restoration sites is great. At present, most on-site knowledge is consumed in a small area and is tends to be forgotten without being recorded. However, since large-scale disasters are highly unique and rare, and because the same conditions are poorly reproducible, active and conscious recording of on-site knowledge is indispensable for appropriate and effective recovery efforts following future disasters. The purpose of this paper is to establish a basic understanding that will lead to the accumulation of on-site knowledge for future use, based on the experience of recording on-site knowledge in the department of agricultural and rural development during disaster restoration following the Great East Japan Earthquake of March 2011. For this reason, the authors define on-site knowledge by discussing its characteristics and clarifying its utility in disaster response. In addition, we will present the matters that should be considered in terms of description format and quality control in on-site knowledge documentation. 幸田和也; 福与徳文; 重岡徹; 八木洋憲, Corresponding,In Shichigahama Town, Miyagi Prefecture, where a tsunami struck, farmland is accumulating to large farmers rapidly because of the retirement of affected farmers. Intermediary institutions that manage farmland are utilized for farmland accumulation there. The reconstruction assistance policy contributed to the creation of new principal farmers. But they couldn't use the land efficiently because farmers avoided the prolonged debate about land use adjustment. Mowing work concentrating on large farmers may prevent the continuance of their farming. It is necessary to support planning on efficient land use and role sharing of mowing work among farmers and farmland owners.

八木洋憲; 福与徳文; 幸田和也; 重岡徹,The impact of a natural disaster is not only from its damages to resources but the recovery project such as land consolidation also disconnects the farming situation from the previous forecast. Planning based on the current situation is hence required in order to revitalize regional agriculture. We conducted a survey of farm managers and applied a mathematical programing model in a municipality where large-plot field consolidation has been executed after the tsunami disaster. Our result shows both the number of farms and machines can be redundant because of the field improvement although few farm managers consider turning to diversified activities other than rice farming.

ARITA Hiroyuki; HASHIMOTO Shizuka; FUKUYO Narufumi; KUKI Yasuaki, We discussed the development of rural planning theory in late Taisho and early Showa period, paying special attention to the framework of rural planning proposed by Nobuyoshi Yamazaki. Yamazaki's proposal had the following features: 1) the rural area was regarded as a unique space, which required its own planning institution, in contraposition to urban area where city planning had been put in place, 2) both vertical and horizontal integration and coordination of rural administrative plans were necessary, in order for such planning institution to work effectively, and 3) proposed framework of rural planning also included the improvement of living environment as one of important areas along with economic development, which, presumably, was the influence of municipal socialism of the western society., THE ASSOCIATION OF RURAL PLANNING

Narufumi FUKUYO, Lead, 筆者は2014年4月に大学教員になったばかりで，大学における農村計画の人材育成について何か述べることができる立場にあるとは，思っていない。そして大学教員になって改めてわかったことは，他の教員が具体的にどのような教育を行っているのか，ほとんどわからないということである。ところで筆者は，これまで，地域づくりワークショップの教育に関しては，前職(農村工学研究所)において行政職員等を対象とした研修講師をつとめてきたし，現職(茨城大学)においても，それに関する講義を行ったばかりである。そこで本論考では，農村計画の人材育成にとってほんの一部分にすぎないが，筆者の地域づくりワークショップに関する教育方法をできるだけ具体的に紹介することによって，地域づくりのための人材育成(ひいては農村計画の人材育成)を考えるための素材を，農村計画学会員に提供することとしたい。, 農村計画学会

ARITA Hiroyuki; HASHIMOTO Shizuka; FUKUYO Narufumi; KUKI Yasuaki, We discussed the philosophical and methodological characteristics of “Choson-ze“, which presumably is the first effort of rural planning practiced in the formation of modern Japan, and the development of Choson-ze by separating the mid to late Meiji period into four periods: 1)The predecessor of Choson-ze was proposed as the set of measures for local economic development, known as “Kogyo-iken” by Masana Maeda. 2)The idea was taken over by Keisuke Tanaka a provincial governor of Ukiha-gun, Fukuoka-prefecture. Tanaka formulated Gun-ze and Chouson-ze for his jurisdictional areas, which spread to other rural areas as a voluntary effort to improve rural economy. 3)Yodo-Sonze formulated by Koutaro Mori, a village mayor of Yodo, Ehime-prefecture, was one of example, reflecting local realities and modifications to original idea. 4)Later, Choson-ze was integrated into the Local Improvement Movement led by the Japanese government and homogenized in terms of the content., THE ASSOCIATION OF RURAL PLANNING

They become a big issue for agricultural restoration in suffered areas, and will negatively affect the drainage function of the farmland. The authors had the opportunity to technically assist suffered farmers to create an agricultural restoration plan at Shichigahama Town, Miyagi Prefecture. 唐崎卓也; 福与徳文; 坂根勇; 石田憲治, CSA(Community Supported Agriculture)とは，生産者と消費者が連携し，前払いによる農産物の定期契約を通じて相互に支え合う仕組みである。CSAは1980年代にアメリカで始まったとされ，欧米を中心に，世界的な広がりをみせている。CSAは，農産物セットの代金を，作付け前に消費者が前払いする契約方式に大きな特徴がある。また，作付計画の策定や援農など，消費者による農場運営への積極的な関与がみられる。これら消費者による買い支えと支援が，"Community Supported"と称される所以となっている。このようなCSAがもつコンセプトは，従来であれば消費者のままであった多様な人材を，農業の担い手あるいは支援者へと導き，消費者参加型の農業へと展開する期待を持たせる。同時に，地域の消費者間のコミュニティ機能の増進や，農地保全といった地域に及ぼす様々な効果の発揮にもつながると考えられる。, 日本農村生活学会

ARITA Hiroyuki; HIYAMA Kazue; FUKUYO Narufumi; HASHIMOTO Shizuka; TAKEYAMA Emi, 新潟県中越地震の被災地区において集会施設が果たした避難機能をもとに, その整備手法について考察した。平成16～18年に小千谷市において実態調査と町内会長へのアンケートを行い, 避難行動と集会場の利用形態, 施設の被害との整備状況 (施設構造, 床面積, 付帯空地, 利用圏域) を把握・分析すると共に, 避難施設として集会所が具備すべき条件を検討した。この結果, 集会所は災害後の非常時規範の段階に対応する一時的避難施設として位置付けられること, 施設が具備すべき条件の第一は, 安全・安心の確保であること, 農村地域では集落コミュニティを単位とした避難行動が基礎となることに対する配慮が必要であること等を論じた。, The Japanese Society of Irrigation, Drainage and Rural Engineering

Results of case study in a Welsh local town are also described. The programme could be identified as the following features: 1) the programme is a long-term strategy for improving the living conditions and prospects for people in the most disadvantaged communities in Wales; 2) the project area is rather small such as a electoral division; 3) capacity building of local people and organizations under the partnership of public, private and voluntary sectors is especially required; 4) 'Rural Community Action Partnership' organized within the local authority, and Communities First Support Network within Wales Assembly are both supporting the local partnership, the planning body., 農村計画学会

福与徳文; 石田憲治, Lead, 中山間地域では過疎化や高齢化によってコミュニティの機能が低下し,地域環境の荒廃が深刻化している。一方,NPOが棚田や里山などを管理する事例が各地で注目を集めている。こうしたNPOによる地域環境管理活動の実効性を高めるためには,NPOの活動と受益者たる地元側のニーズとをいかに合致させるかが鍵を握る。本報では,中山間地域の市町村担当者へのアンケートによって,地元側からみたNPOの活動実態と期待を調査した。その結果,NPO側と地元側には,(1) NPOの活動地域と地域環境の荒廃が深刻になっている地域とのズレ,(2) NPOの活動内容と地元側が期待する活動内容のズレ,といったミスマッチがあることが明らかとなった。, 農業土木学会

We examined the effect of our method in Nakagawa Town and Irihirose Village. The results are as follows. 1. Our method converged the variance of informed residents' judgments. 2.
