Basic Research for the Estimation of Flood Damage Costs using Global Coastal Dike Information - Tokyo Bay and Ise Bay -

 According to the 5^th IPCC Assessment Report, the global average sea level is expected to rise owing to the global warming effect. For the high-level warming scenario, the average sea level is expected to rise up to 0.82 m. Therefore, risk assessments of flood damage costs resulting from sea level rises are important. Herein, global coastal dike information was extracted using satellite images and digital surface models based on the coastal dike distribution methods proposed in previous research. Furthermore, to evaluate the effect of dike information on the risk assessment, we simulated the influence of flood damage in Tokyo Bay and Ise Bay by establishing the dike height. The results of this study are as follows: 1) Dike information was generated on a global scale. 2) The influence of flooding and flood damage costs were estimated based on flood simulations using global coastal dike information.

It is important to examine the cost of coastal protection in the context of climate change and its adaptation. This paper constructed the database of installed cosatal protection around the world, and it tried to estimate the future cost of protection such as constructing new dykes and elevating them in Japan, baesd on SSP scenarios. It is feasble to install new dyke along the major coasts if the related budget keeps a certain level. This study aims to contribute toward the tourism promotion, through capturing the position of tourism resources scattered in existence and landscape characteristics focused on the primary national road. Therefore, this study carry out visibility Analysis by using land use and elevation data, analysis of principal component and cluster analysis for classification of tourism resources. As the result, this study found out the view area where we can enjoy waterside, countryside and forest landscape in the southern part of Ibaraki Prefecture, countryside, agricultural and sea view landscape in the northern part of Ibaraki Prefecture. This study proposed to the new regional zone in consideration of the existing tourism resources and landscape characteristics of the region.

Kench; Yuji Kuwahara; Hiromune Yokoki; Hajime Kayanne, To evaluate contamination of coastal sediments along Fongafale Islet, Central Pacific, a field survey was conducted in densely populated, sparsely populated, open dumping and undisturbed natural areas. Current measurements in shallow water of the lagoon indicated that contaminants from the densely populated area would only be transported for a small proportion of a tidal cycle. Acid-volatile sulfides were detected in both the intertidal beach and nearshore zones of the densely populated area, whereas these were no detection in the other areas. This observation lends support to argument that the coastal pollution mechanism that during ebb tide, domestic wastewater leaking from poorly constructed sanitary facilities seeps into the coast. The total concentrations of Cr, Mn, Ni, Cu, Zn, Cd and Pb were relatively high in all of the areas except the undisturbed natural area. The indices of contamination factor, pollution load index and geoaccumulation index were indicative of heavy metal pollution in the three areas. The densely populated area has the most significant contamination; domestic wastewater led to significant contamination of coastal sediments with Cr, Zn, Cu, Pb and Cd. By considering the total land use/coverage on the islet, the situation of septic tank installations, temporal changes in water redox potential and Escherichia coli numbers in the coastal waters and the spatial distribution of acid volatile sulfide in the sediments, we conclude that domestic wastewater is the primary source of pollution. This pollution is proposed to occur via the following mechanism: during ebb tides, domestic wastewater leaking from bottomless septic tanks and pit toilets run off into the lagoonal coast. 屋外空間における地上到達紫外線量の実態把握に関する研究

However, the spaces that we are actually engaged in daily life are wide variety, green space and station square, residential area and so on. And this study takes it as given that amount of ultraviolet light that we are receiving vary according to the spaces. Therefore, this study measured the amount of ultraviolet light at the same time in many places. In order to maintain the living environment of the South Pacific islands countries, sea-level rise is a serious problem. Thus, in this study, analyzed was the relation of land cover of shoreline area and hinterland by using aerial photograph (1984) and satellite image (2004). A DEM-based evaluation of potential flood risk to enhance decision support system for safe evacuation
Jinyoung KIM; Yuji Kuwahara and Manish Kumar, A practical, DEM-based practical method is proposed to enhance flood risk management in fluvial areas by quantifying relative risk as a function of vulnerability to inland and evacuation difficulty. Both measures are based mainly on the topography of the region, so the method does not require detailed data on the physical characteristics of the land. First, we use the deterministic 8-node method on a digital elevation map (DEM) to trace storm waterways. Second, we repeat the process on a reversed DEM to trace evacuation routes that avoid the waterways and zones dangerously close to the rivers. Finally, on the basis of such two flow lines of evacuee and storm water, we proposed the protocol to evaluate the flood risk at every point on the map taking into account both the minimum time required for floodwater to arrive and duration of an evacuation from that location. The time that must be allocated for safe evacuation is defined as the potential flood risk of evacuation (PFRE). The method is demonstrated on a fluvial area of the Kaki River in Nagaoka city, Japan. In addition, we illustrated the application of the PFRE map to divide the region into areas of greater or lesser evacuation urgency., SPRINGER

センサICタグを核としたアンビエントネットワークの地盤技術への適用
斎藤修; 桑原祐史; 村上哲; 安原一哉, IC sensors have increasingly been anticipated from the viewpoints of convenience for widespread use and cost savings. Since 2002, we at Ibaraki University have aimed at promoting the application of sensor IC tags. Because the sensor network proposed by Ibaraki University can collect information related to the infrastructure and the aerial space over a wide area, we call this network an "Ambient Network". Using this newly developed network with IC sensors, attempts have been made to measure atmospheric CO_2 concentrations over wide areas and to measure traffic-induced vibration characteristics of ground and earth structures in Ibaraki Prefecture. Those measurements will be available for development of health monitoring systems for use with urban space and infrastructure., 地盤工学会

茨城県CO2グリッド構想に関する検討

However, the method to grasp the CO₂ density in the urban area is difficult, and it is convenient to utilize the data such as the traffic density in a model type when we evaluate the variation of CO₂ volume in the objective area in many cases. In this study, therefore, we attempt to build a system for observing CO₂ density in Ibaraki prefecture in cooperation with the local government. Anyone can see and utilize information through a network if this would be successful. We aim at getting the data in order for us to contribute to the city formation with less environmental impact and reduction of CO₂ in the urban area, by incorporating the data on climate change and land use improvement., Japan Society of Civil Engineers

Fundamental Analysis of Flood Risk on Major Coastal Palains in Japan due to Sea-Lavel Rise

In order to consider various adaptation plans against floods, and estimate the floodamages, it is impottant to estimate the area, population, and land use. Thus, the GIS-based analysis of flood area was developed in this study for the ten river basins selected in this study. However, the geographic information had to be re-edited for each river basin, because they had been provided for each administrative area. Then, the flood simulations were carried out using the level flood method for the 10 coastal plain in Japan. Field Investigation and Numerical Calculation on the Longshore Sediment Transport in the Laura islet of Majuro Atoll, Marshall Islands

The countermeasures concerning the future land maintenance against the sea-level rise should be considered immediately. However, the studies on the quantitative information or numerical models of atoll island changes are quite few. Thus, in this study, measurement of beach profiles in Laura islet located in the western part of Majuro Atoll, Marshall Islands were carried out on the same profiles which were measured in 1997 and 1998 by SOPAC. Comparing our measurement results with the previous SOPAC's profiles revealed the quantitative profile changes during the last decade: from 1997 to 2007. It also revealed that the lagoonal coastline in Laura islet were stable in the last decade except some coast lines. We also reproduced these profile changes by the numerical model which was developed in this study based on longshore sediment transport system. Estimation of the River Flood and Inundation Risk Due to Climate Change

The risks of river floods and inundations may increase due to these effects of climate change. In this study, a method for estimating the future risks of river flood and inundation was developed based on a general numerical model, in which the future river flood discharge was calculated by a climate scenario using the transfer function method. It was applied in Naka and Kuji rivers areas in Ibaraki, Japan, and revealed that the maximum inundation area will not change much because rain fall will not change in these areas but the rate of inundation during the flood will accelerate., Japan Society of Civil Engineers

Atoll island vulnerability to flooding and inundation revealed by histrical reconstruction: Fongafale Islet, Funafuti Atool, Tuvalu

These islands are thus highly vulnerable to elevated sea levels caused by extreme events and global warming. Such vulnerability was recently evidenced at Fongafale Islet, the capital of Tuvalu, when it flooded during accelerated spring high tides possibly related to sea level rise caused by global warming. Many factors, not only environmental but also economic and social, determine the vulnerability of an island to sea level rise. In this study, we used data spanning 108 yrs to reconstruct changes in topography, land use/cover, population, and the distribution of buildings at Fongafale Islet. The results indicate that the vulnerability of Fongafale Islet relates to its original landform characteristics: the central part of the island was formerly dominated by swampland that flooded at high tides. Fongafale Islet experienced greater population in-migration and centralization beginning in the 1970s following the independence of Tuvalu and Kiribati. Migrants were also responding to declines in overseas mining operations and limited options for paid employment. As the population increased, construction took place in vulnerable swampland areas. Our results clearly demonstrate that examinations of global environmental issues should focus on characteristics specific to the region of interest. These characteristics should be specified using historical reconstruction to understand and address the vulnerability of an area to global environmental changes. Coastal erosion or decrease of coastal vegetation would be critical problems for atoll islands. Then, we focused on ground level, land cover and vegetation in the coastal zone, and classified land use of the coastal zone on Majuro atoll. Geographical features and land cover of the coastal zone was able to be divided by using ground truth data acquired in filed investigation, GPS-image, satellite image (IKONOS). 海面上昇後のマーシャル諸島マジュロ環礁における地形維持過程の数値シミュレーション
佐藤大作; 横木裕宗; 藤田和彦; 桑原祐史; 山野博哉; 島崎彦人; 茅根創; 渡邊真砂夫, マーシャル諸島マジュロ環礁では, 近年沿岸環境の変化に伴うと考えられる海岸侵食が問題となっており, また, 将来の海面上昇に対しての国土維持が大きな課題となっている.本研究では海面上昇前と上昇後の波浪場の算定から得られた沿岸方向エネルギーフラックスと現地調査で得られた有孔虫による底質供給量から土砂移動量の算定を行い, その結果から土砂堆積量ポテンシャルの変化を定量的に明らかにした.さらに, 2005年8月に行った現地調査結果との比較を行った結果, Laura地域において実際の地形変化傾向と計算結果の問に相違が見られ, これは流れ場の特性の違いによるものであると考えられた.また, 流動特性の他にも人為的な土地利用の改変が地形維持に大きく関係していることが予想された., Japan Society of Civil Engineers

Analysys of land use change around coastal zone in Tuvalu Funafuti Atoll

Now, it was reported that the Global warming is advanced by heat-trapping gas. And, it has misgivings about coastal erosion along with the sea-level rise. Then, to make the prior information used to settle on the adjustment plan, it advanced the analysis of the geographic information in this research.According to the examination, it has understood that the vegetation area on the Fongafale island decreases for the long term. And, it has understood that the vegetation of the lagoon coastal zone decreases by development in recent years.

地盤沈下災害を対象とした社会基盤被害想定マップの構築
桑原祐史; 小柳武和; 安原一哉; 村上哲, Land subsidence in the Northern Kanto Plain has continued by groundwater abstraction. It has triggered direct and indirect damage to infrastructure in the objective area. Local governments are faced with the necessity of taking countermeasures against past damage and the probable occurrence of damage in the future. Based on the above-mentioned situation, this study is intended to construct a GIS-aided damage estimation map for existing infrastructures. It presents estimates for damage caused by land subsidence. Such a map would support decision making for local governments and provide information to citizens in the disaster area. Moreover, analysis using a GIS-assisted hazard map reveals the relation between predicted settlement of land subsidence and the present situation of infrastructure distribution. Such analyses will facilitate a priori determination of countermeasures against land subsidence-induced damage., Japan Society of Civil Engineers
